Three New York State housing markets home to lowest amount of

underwater mortgages in nation

According to 24/7 Wall St., only 3.41 percent of the Rochester, NY market’s mortgages are
underwater, making it the market with the fewest underwater mortgages in the nation. The
Albany-Schenectady-Troy, NY market ranked number three with only 4 percent of its home
mortgages underwater, and the Buffalo-Niagara Falls, NY market ranked number four with
4.22 percent.

Underwater mortgage refers to mortgages that are worth more than the actual value of the home.
According to 24/7 Wall St., the reason for the relatively low percentage of underwater mortgages
in these areas is that home values remained stable during the housing crisis and relatively few
risky mortgages were taken out on new homes.

The metropolitan area with the highest percentage of underwater mortgages in the country is the
Las Vegas-Paradise, NV market where 63.96 percent of homes are underwater.

New York State home sales show double-digit increases;
uneven recovery continues

Albany –Sept. 27, 2011 – New York State home sales were up nearly 26 percent in August compared to the same time last year, and up 11.4 percent compared to the July sales total, according to preliminary single-family sales data accumulated by the New York State Association of REALTORS. The statewide median sales price decreased slightly from July.
“The jump in August sales while the median sales price decreased for the first time in four months continues to show uneven recovery in our state’s housing market,” said Duncan R. MacKenzie, NYSAR chief executive officer. “These August numbers need to be seen in the context of the post federal tax-credit hangover last year and a weak July market this year.”
“Historically low interest rates and strong affordability conditions should be enticing to consumers,” said MacKenzie, “but with dismal economic news and slow job growth buyer enthusiasm remains greatly tempered. We anticipate the market to remain in an uneven recovery, especially given the devastation caused by Tropical Storms Irene and Lee in many areas of our state.”
New York REALTORS sold 7,752 existing single-family homes in August, an increase of 25.8 percent from the August 2010 total of 6,163. The August 2011 sales total is also an increase of 11.4 percent compared to the July 2011 total of 6,960.
The August 2011 median sales price of $220,000 represents a decrease of 1.8 percent compared to the July 2011 median sales price of $224,000 and a decrease of 7.6 percent compared to the August 2010 median sales price of $238,000.

Foreclosure activity decreases in all New York State metro areas;

In its mid-year 2011 metropolitan foreclosure market report, RealtyTrac, Inc.

reported that all eight of New York’s metropolitan areas with populations of

200,000 or more posted decreased foreclosure filings from the previous six

months as well as the first six months of 2010. Additionally, the Utica-Rome,

NY metropolitan area, with one in every 9,757 homes receiving a foreclosure

in the first half of 2011, had the lowest foreclosure activity of all U.S.

metropolitan areas. Of these 211 metropolitan areas in the country, Utica-Rome

came in at number 211.8/1/2011

The rest of New York State’s metropolitan areas weren’t far behind. Syracuse

was number 209, Rochester was number 207, Buffalo-Niagara Falls was number

206, Albany-Schenectady-Troy was number 203, and Binghamton was number 200.

The New York City region, including Northern New Jersey and Long Island, and the

Poughkeepsie-Newburgh-Middletown areas had a slightly higher foreclosure rates,

although still rank modestly among the rest of the nation at numbers 181 and 163

respectively.

NYS Foreclosures Among Lowest In Nation

RealtyTrac: New York State Q1 total foreclosures decrease;

state ranks among lowest in nation

In its U.S. Foreclosure Market Report for the first quarter of 2011,

which reports default notices, scheduled auctions and bank repossessions,

RealtyTrac Inc. reported New York State ranked number 43 of all 50 states

for quarterly total foreclosure filings and number 44 for filings in March 2011.

New York had 8,252 total foreclosure filings in the first quarter and 2,604

filings in the month of March. Foreclosure filings in New York State

decreased 10.75 percent from the previous quarter and 5.14 percent from

the previous month. One in every 972 housing units in New York State

received a foreclosure filing in the first quarter and one in every 3,079

received a foreclosure filing in March.

Nationally, foreclosure filings were reported on 681,153 U.S. properties,

a decrease of 15.76 percent from the last quarter and a nearly a 27-percent

decrease from the 2010 first quarter. One in every 191 U.S. housing units

received a foreclosure filing during the quarter and one in every 542 received

a foreclosure filing in March.

Foreclosure filings were reported nationally on 239,795 U.S. properties in

March, an increase of 6.53 percent from the previous month but a decrease

of nearly 35 percent from March 2010.

The Buffalo Niagara region continues to stake its claim as one of the nation's most-affordable housing markets.
Based on median sale price and median income, the region ranked fifth among large metro areas on the quarterly "Housing Opportunity Index" created by the National Association of Home Builders and Wells Fargo.
The region earned an "affordability" score of 93.3 percent, meaning that percentage of new and previously occupied homes sold from April through June were considered affordable for a family earning the region's median income.
In Buffalo Niagara, the median sale price was $112,000, meaning half the homes sold for less than and more than that amount, according to the NAHB and Wells Fargo. The median family income was $63,700.
The survey does not take into account property taxes, often cited as a negative factor offsetting the region's relatively inexpensive housing.
No. 1 on the most-affordable list for the second quarter was Syracuse, with a rating of 97.2 percent. Second was Indianapolis, which had held the No. 1 spot for five straight years. Upstate New York was well represented on the list, with Rochester at No. 10.
John Leonardi, chief executive officer of the Buffalo Niagara Association of Realtors, said a mix of factors has contributed to the region's reputation as an affordable housing market.
The Buffalo Niagara market never experienced the housing "bubble" that eventually burst in many markets, but followed a slow-and-steady growth path, he said. And the region's unemployment rate has tended to stay below the national average, keeping the labor market more stable, he said.
"I honestly think the fact we preceded the rest of the country in going through some hard economic times made our market that much stronger," Leonardi said.
The housing market ranked least affordable was New York City/White Plains/Wayne, N.J., where only 20 percent of the homes sold were considered affordable for families earning the area's median income of $65,600.
In measuring affordability, the NAHB says it assumes a family can afford to spend 28 percent of its gross income on housing. That share of median income is divided by 12 to create a monthly figure.
Nationwide, the Housing Opportunity Index indicated 72.3 percent of all new and previously occupied homes sold in the second quarter were affordable for families earning the national median income of $64,400. The index was close to its record high of 72.5 percent, set in the first quarter of 2009.
Buffalo Niagara's score of 93.3 percent was the best for the region in quarterly data going back to the start of 1999. The region ranked No. 1 on the index in the second quarter of 2005.
Along with other quality-of-life assets, Buffalo Niagara's affordable housing market can help make the region more attractive to expanding businesses, Leonardi said.
"We've got to do a better job of getting the word out there," he said.

Officials from Roswell Park Cancer Institute (RPCI) and Marrano participated in a ribbon cutting ceremony to officially launch Raising the Roof, an innovative fundraising project to benefit the cancer center. The ceremony took place at our Greythorne patio home community in Williamsville, in front of a new Marrano home under construction which will be sold upon completion, with proceeds from the sale donated to RPCI to support cancer research.

Dr. Donald L. Trump, MD FACP, president and CEO of RPCI, was joined in cutting the ribbon by Jim Marrano, vice president at Marrano and Raising the Roof spokesman; Marrano executive vice presidents, Michael Kreamer and David DePaolo; and Olivia Gonyea, a nine-year-old pediatric patient who will serve as assistant interior designer for the Raising the Roof home.

"We at Roswell Park are so grateful to have the generous support of the Marrano family behind this initiative once again," said Dr. Trump. "We are making progress each day at Roswell, but we can't do it without programs like Raising the Roof and caring donors like Marrano and its own long list of business partners."

The top 10 cities for families aren't flashy. Most don't draw throngs of tourists or boast enviable night life. But then that's not what most families are looking for. Instead, our list has metros like Ogden, Utah; Syracuse, N.Y.; and Knoxville, Tenn.--places where crime is low, educational prospects are solid and most people can readily afford the daily essentials.

Behind the Numbers
To find the cities where families fare best, we ranked America's 100 largest Metropolitan Statistical Areas in seven categories. Using numbers from the U.S. Census Bureau, the Federal Bureau of Investigation, Sperling's Best Places and Moody's Economy.com, we looked at the cost of living, prevalence of home ownership, median household income, housing costs, commute time, crime and the percentage of young adults that graduate high school.

Lots of East Coast Options for Families
The Northeast fares well on our list, claiming six of the top 10 spots. In densely packed Rochester, N.Y., commutes are short; a scant 3% of commuters spend an hour or more in traffic on their way to work. Syracuseoffers significant educational benefits: 89% of young adults have high school degrees. And some former manufacturing hubs, like Pittsburgh Pa., are having a renaissance of sorts. Once a fallen steel giant, the city has diversified its economy and boasts low crime and high educational attainment. Pittsburgh also has the highest home ownership rate in our 10.

"People know that Pittsburgh is a really great place for families because of safety, schools and the arts." says Wendy Hermann, director of student services for master's programs at Carnegie Mellon University. "I see students wanting that whether they're married or not. They see staying in Pittsburgh as way to say that's the kind of lifestyle they're looking forward to."

Family-Friendly and Fun
But a city being family-friendly doesn't automatically make it staid. Buffalo, N.Y., makes our list in part thanks to short commutes and affordability, but there's also plenty to do there--its spectacular Niagara Falls is a huge tourist draw. Provo, Utah, is a bustling college town, home to Brigham Young University, but it's not just a great place for students. Families flock there for its safety and schools: It has the highest percentage of high-school graduates on our list and one of the lowest crime rates.

For families, offering their children a safe place to play and the best chance to learn takes precedence over the number of bars and restaurants. In places like Des Moines, that often means young people leave to explore the country when they reach college age, but eventually head back home, says Hamilton-Morris.

"When they're ready to raise children, we see a lot of young people come back for that family circle of support."

New York State home sales on the rise
as buyers take advantage of federal tax credit

Albany – May 24, 2010 – The New York state housing market continued to improve as April 2010 sales jumped nearly 20 percent compared to April 2009, according to preliminary single-family sales data accumulated by the New York State Association of REALTORS. The statewide median sales price also rose by more than 8 percent compared to April 2009.

“The April data indicate two positive sales trends for the Empire State’s housing market,” said Duncan R. MacKenzie, NYSAR chief executive officer, noting that sales have increased from year-ago totals for four consecutive months, and from prior-month sales for the past two months. “The federal tax credit, along with low mortgage rates and a good selection of available inventory, continued to drive market activity in April.” He added that while the statewide median sales price has fluctuated on a month-to-month basis, it has consistently shown growth compared to the year-ago medians.

“We expect that sales totals will be strong through June as buyers close their purchases prior to the final federal homebuyer tax credit deadline,” said MacKenzie. “All buyers under contract prior to the April 30 deadline must close before June 30 to remain eligible for the tax credit.”

MacKenzie noted that the federal homebuyer tax credit deadline is extended for members of the armed services and certain other federal employees, who served outside of the United States for at least 90 days after December 31, 2008 and through May 1, 2010. These service members have a contract deadline of April 30, 2011 and a closing deadline of June 20, 2011.

New York REALTORS sold 6,145 existing single-family homes in New York State during April 2010, a 19.7 percent increase compared to the April 2009 sales total of 5,133. April sales also increased from March 2010 when 5,461 homes were sold.

The April 2010 median sales price in New York State of $197,000 represents an increase of 8.2 percent compared to the April 2009 median of $182,000, but fell off by 3.4 percent from the March 2010 median of $204,000.

New York State home sales continue to post gains compared to 2009

Albany – March 24, 2010 – The New York state housing market continued to post double-digit sales gains compared to a year ago as February 2010 sales jumped 13.2 percent compared to February 2009, according to preliminary single-family sales data accumulated by the New York State Association of REALTORS. The statewide median sales price rose by more than 12 percent compared to February 2009.

“The second consecutive month of double-digit sales increases compared to a year ago is a very positive indicator of the strengthening of the Empire State’s housing market,” said Duncan R. MacKenzie, NYSAR chief executive officer. “The New York State housing market is starting 2010 significantly stronger than 2009 both in terms of sales and median sales price growth.”

“This stronger start, unfortunately, has not translated to sustained month-to-month sales growth,” MacKenzie said, noting that monthly sales totals have declined since November 2009 including an 11.8 percent dip between January and February. “Some of the monthly declines can be attributed to the unusually heavy market activity in the late fall and typical seasonal market factors.”

“We anticipate another flurry of market activity in late March and April as both first-time and trade-up buyers seek to get their next home under contract before the April 30 deadline,” MacKenzie said, adding that these buyers will need to close on their home before June 30 to be eligible for the federal homebuyer tax credit. “The federal tax credit program’s success in aiding the housing market recovery can already be seen in the market activity of the last several months and will continue to be reflected in sales data through the middle of 2010.”

New York REALTORS sold 4,016 existing single-family homes in New York State during February 2010, a 13.2-percent increase compared to the February 2009 sales total of 3,548. February sales did lag behind the January 2010, when 4,555 homes were sold.
The February 2010 median sales price in New York State of $225,000 represents an increase of 12.5 percent compared to the February 2009 median of $199,950, but fell off by 4.3 percent from the January 2010 median of $235,000.

Numbers provide good news as closed deals decline

The revised federal home buyer tax credits are having their desired effect, as pending home sales in February soared along with prices, even as the number of transactions completed during the month fell to its lowest level in at least a decade.
The Buffalo Niagara Association of Realtors on Monday said closed home sales fell 7 percent to 388 from 417 a year ago and were down similarly from 411 in January. That’s the lowest level for any month of the year since at least 2000.
However, closed sales, while widely watched, generally reflect home buying activity from two months earlier, during a slow part of the season. That’s also right after Congress extended its original $8,000 first-time home buyer credit until the end of April and expanded it to add a $6,500 credit for “move-up” buyers who have been in their home for at least five years.
Since then, those credits have brought out home buyers in droves to take advantage of the extra time and new benefits. As a result, pending sales, which show the level of buying more recently, leapt 38 percent to 783 from 567 a year ago and 565 in January. That’s the highest February in three years and the largest monthly tally since last September.
“The city remains very, very active. We’re swamped. We are really, really busy,” said Susan Lenahan, broker associate and head of the city office for MJ Peterson Real Estate Corp. “People are out there. Our numbers are up.”
Meanwhile, the median price rose 13 percent to $104,920 — the highest February median in at least a decade — from $92,516 a year earlier. That means half of the homes that closed sold for less, and half sold for more, and the increase indicates that many of the homes sold are higher-priced, likely for “move-up” buyers. The median was $110,000 in January.
“Given our average home price, a $6,500 credit has a good effect,” said John Leonardi, the Buffalo Niagara Association of Realtors’ CEO. “For our marketplace, the $8,000 and the $6,500 tax credit really are driving these numbers.”
Even more, the average home price soared 16 percent to $127,369, although averages can be easily skewed by a few large sales. The total dollar volume of closed sales rose 8 percent to $49.4 million, from $45.7 million a year ago, though it was down 9.9 percent from $54.8 million in January.
“That’s really great news. Overall, everything is up,” Leonardi said.
New listings of homes in the multiple listing service rose 13 percent to 1,236 from 1,096 a year ago and 1,098 in January. However, total active listings rose 1 percent to 5,161 from 5,121 a year ago.
The Buffalo Niagara Association of Realtors has been struggling to overcome reporting glitches with its closed sales data in recent months since the local multiple listing service, Western New York Real Estate Information Services, merged with several other local counties and formed an alliance with the Rochester and Syracuse MLS systems. The goal was to provide a unified and streamlined MLS from Central New York to the Pennsylvania border.
However, Buffalo’s system, where pending sales were automatically marked as closed after 60 days, operated differently than the MLS systems in Rochester and Syracuse, where real estate agents were accustomed to manually going into the computer system to convert their pending sales to closed. With the alliance, Buffalo agreed to adopt the manual method, but many agents locally didn’t adapt.
That wreaked havoc with the Buffalo Niagara Association of Realtors’ closed sales numbers, which officials said were artificially low, prompting the group to withhold releasing the data twice in recent months.
This month, though, officials began calling every broker who had a transaction pending for more than 60 days, prodding them to manually convert the sales if they had closed.
“These numbers are as accurate as they can be,” Leonardi said. “It is what it is.”

January 2010 New York State home sales up 11 percent from year ago

Albany – February 26, 2010 – The New York state housing market posted an improved start to 2010 compared to the beginning of last year with sales increasing by 11 percent compared to January 2009, according to preliminary single-family sales data accumulated by the New York State Association of REALTORS. The statewide median sales price jumped more than 30 percent compared to January 2009.
“We are encouraged by the improved start to the 2010 housing market,” said Duncan R. MacKenzie, NYSAR chief executive officer. “Despite the fall off from a very strong December market, the 11-percent increase in sales from last January and the median price gain are good signs for the continued recovery of our housing market into 2010.”
MacKenzie noted that the flurry of buyer activity in October and November as the previous federal tax credit deadline approached likely drove the market higher in December. “Once the deadline pressure was released by the extension and expansion of federal homebuyer tax credit, many of those buyers became homeowners in December and January,” MacKenzie said, adding that buyers are expected to again flood the market in March and April as the new deadline approaches.
“The combination of the federal homebuyer tax credit, the SONYMA Tax Credit Advance Loan program and historically low mortgage interest rates make the beginning of 2010 a great time to buy a home in the Empire State,” said MacKenzie. “Consumers began to recognize this as 2009 progressed and undoubtedly many will become new homeowners between now and the April 30 tax credit deadline.” MacKenzie noted that buyers must be under contract by April 30 and close before June 30 to be eligible for the federal tax credit.
New York REALTORS sold 4,468 existing single-family homes in New York State in January 2010, an 11-percent increase compared to the January 2009 sales total of 4,024. January sales did lag behind the stronger than usual December 2009 market, when 7,403 homes were sold.
The January 2010 median sales price in New York State of $242,750 represents an increase of 30.5 percent compared to the January 2009 median of $186,085, and is 13-percent above the revised December 2009 median of $213,800.

NAHB: Homeownership Tax Advantages

Buying a home is one of the smartest purchases you can ever make. One reason is that homeownership has many positive tax implications. The three most important sources of tax savings for home owners are the:

deductions for mortgage interest
deductions for real estate taxes
capital gain exclusion for the sale of a principal residence

The deductions for mortgage interest and real estate taxes reduce the annual cost of homeownership by reducing the home owner’s tax liability each year. For example, a home owner with $10,000 in annual mortgage interest payments and real estate taxes and who falls in the 25 percent tax bracket could realize up to $2,500 in tax savings each year. Home owners who itemize their taxes can deduct from taxable income interest allocable to a first or second home for up to $1 million of mortgage debt and $100,000 of home equity loans. And most state and local taxes paid on homes are also deductible.

When the home is sold, the capital gain exclusion can again provide home owners a tax benefit. Under present law, sellers of a principal residence can exclude from taxation profits from the sale of a home, up to $500,000 for married taxpayers and $250,000 for single taxpayers. With capital gain tax rates expected to increase from 15 to 20 percent in coming years, these tax savings can be substantial.

Research by NAHB economists has estimated the tax savings for home owners for certain income and mortgage amounts. For a married couple with an income of $80,000 per year and an initial mortgage amount of $250,000, the tax savings from the mortgage interest and real estate tax deductions are estimated to save the couple more than $11,000 in the first five years of homeownership. Assuming the couple owns the home for twelve years, these savings grow to more than $25,000 over the time period. Combined with the capital gains exclusion, the total tax savings for the entire period of ownership exceeds $52,000.

For a couple with an income of $60,000 and an initial mortgage of $180,000, the five years tax savings total more than $6,000 and the total savings over a twelve year period are estimated to be more than $33,000.

Combined with the home buyer tax credits available for qualified purchases of principal residences by April 30, 2010--up to $8,000 for first-time buyers and $6,500 for repeat buyers--the tax savings from homeownership make buying a home today a rewarding financial decision.
